I think it’s a combination of homeowners & the merchandise suppliers. For example, the paint, furnishings, electronics, etc. might be discounted or donated by the vendor because they could potentially get free publicity for being on the show. But things like contracting which is usually done by local professionals & wouldn’t get much return on a national level, those things are most likely paid for by the homeowner.
